Permits, placement and who may haul in Allen

Right-of-way: no dumpster permit found. Code Sec. 6-55 bars waste on any sidewalk, alley or street, and Sec. 6-63(b) says private-hauler containers "may not be placed on city property or within city alleys, streets, or rights-of-ways." Keep it on the property. Sec. 6-61(f) requires a temporary litter container on every construction site.

Who may haul — the rule that matters: Code Sec. 6-62 makes it unlawful to engage in the business of collecting garbage except as authorized by contract or permit with the City, and the City's page says "Community Waste Disposal (CWD) is Allen's contracted provider of all solid waste collection … Use of another waste collection company is prohibited by City ordinance" and that temporary roll-offs for construction, renovation, demolition or cleanouts "must be ordered through CWD." The only opening in the code is a Sec. 6-63(a) permit for recyclable construction debris going to a TCEQ-permitted recycling facility. Allen Waste Services is on 214-509-4551.
