Permits, placement and who may haul in Plano
Right-of-way: Code Sec. 19-1 makes it unlawful to place any item that encroaches on public property — streets, alleys, sidewalks, parkways, rights-of-way — and lists storage containers among the examples; no dumpster permit was found. Keep the container on the property.
Who may haul — the rule that matters: Code Sec. 18-18(a) says no person shall engage in the business of collecting solid waste for commercial customers, or use the public streets for it, "other than a person who has executed a contract with the city"; Sec. 18-2 defines a commercial solid waste container to "specifically include all roll-off open top containers"; Sec. 18-34(a) reserves commercial collection to contractors authorized by the city council; and Chapter 6 Art. XIV (rewritten July 2025) says a construction-site hauler's registration does not authorize container collection. The City's page names Republic Services as its contracted vendor.
