Permits, placement and who may haul in Garland

Right-of-way: Code §52.14(E) says no commercial container shall be placed within a public right-of-way unless approved by the Director and the Director of Transportation; §31.117 lets Engineering license minor or temporary encroachments. Sanitation is on 972-205-3500. On your own driveway or lot, no permit found.

Who may haul: Code §52.39 makes it unlawful to collect solid waste, landscape waste, bulky waste or recyclables within the City without a franchise agreement; the franchise is non-exclusive (§52.41), carries a 5% annual fee on gross receipts (§52.42), and the Director must find that "public convenience will be served" before granting one.
