Permits, placement and who may haul in Dallas

On your own driveway or lot: no City permit found for a roll-off on private property. Boards go under the rails as standard. For containers serving apartments, institutions or commercial premises, Code Sec. 18-5(f) says placement must be approved by the director of sanitation where the chapter does not otherwise regulate it.

In a street, alley or sidewalk: the City treats it as occupying the right-of-way. Chapter 43 requires a Public Works permit for construction in the right-of-way (Sec. 43-139) and assumes a timed permit to occupy a street for building purposes (Sec. 43-14); Public Works Right-of-Way Management, 214-948-4290, issues right-of-way and traffic control permits through its online permit system, and a lane closure needs a traffic control plan. Dumpsters are not named in the code; this is the office that handles them.

Who may haul: Code Sec. 18-32 makes it an offense to operate a solid waste collection service in the city without a solid waste collection franchise, and Sec. 18-29 defines a collection bin to include a "roll-off box, debris box, dumpster." The franchise is non-exclusive (Sec. 18-34) and the Sanitation Franchise Unit, 214-670-3111, keeps the list of franchised haulers. The City itself provides no dumpster or roll-off service.
