Permits, placement and who may haul in Lewisville
Right-of-way: Code Sec. 12-42(e) says commercial containers shall not be placed on any sidewalk, street or other public right-of-way "and shall be placed solely on private property." No permit route exists. The driveway or lot is the only option.
Who may haul — the rule that matters: Code Sec. 12-1 says the City's franchise ordinance "grants exclusive rights to the franchisee" for residential and nonresidential collection; Sec. 12-41(b) makes it unlawful for anyone other than the franchisee to collect from a commercial container; and Sec. 12-25(a) says residential construction debris hauled by pickup, trailer or dump truck is outside the franchise, but "any roll-off, frontload, or other containerized unit" used to collect it "shall be those owned and operated by the franchisee." The City's page names Republic Services as the franchised hauler for all commercial properties. We state this plainly: tell us the job and we will tell you straight where it stands.
