Permits, placement and who may haul in DeSoto

Right-of-way: no dumpster permit found. Code §13.807(b) bars garbage, refuse or waste of any kind on any street, sidewalk, alley or public way except in a City cart. Keep the container on the driveway or lot.

Who may haul — the rule that matters: Code §13.817(b), as amended in May 2024, says "the city shall be the sole provider of solid waste collection, including temporary roll-off open top" construction containers, and §13.817(c) makes it unlawful to engage in the business of solid waste collection without a franchise, contract or permit from the City. The City's page names Republic Services as its primary provider and says the Action Center, 972-274-2489, can schedule a dumpster for a large project.
