Permits, placement and who may haul in Arlington

Who may haul — the rule that matters: the City's Health and Sanitation chapter (Ord. 23-020, May 2023) makes the Designated City Collector "the exclusive waste collection provider for all commercial, institutional, and industrial customers" (Sec. 2.09), says any dumpster or roll-off used on residential property "must be provided by the Designated City Collector" (Sec. 2.07), and gives a non-Collector roll-off a 48-hour removal notice before the City removes it at the owner's expense. The City's own page says Republic Services is the exclusive hauler for commercial trash and construction and demolition waste, and defines contractors, landlords doing clean-outs and landscapers as commercial customers.
